In 2025, Portuguese consulates issued 70,000 work visas worldwide, a significant increase from previous years, according to minister António Leitão Amaro. At the same time, residence permits fell by 60% compared to 2023 following stricter immigration rules and the end of the “expression of interest” mechanism. Migration flows shifted toward consular processing and entry with formal job contracts. Social security registrations dropped from 42,000 per month in 2023 to about a quarter of that level. Under the regulated labor migration program, 110 companies requested 3,200 visas.
