Important Updates on Residence Permits in Portugal (2025)

If you’re planning to move to Portugal or have recently arrived, it’s essential to stay informed
about the latest rules regarding residence permits. The immigration authority has introduced
significant changes this year that everyone should know about.

Applications Must Be Complete

As of April 28, 2025, all residence permit applications must be fully complete when submitted.
Previously, applicants could correct missing documents within ten days, but this is no longer
allowed. Now, incomplete applications are immediately rejected, and appointment slots are lost.
A complete application includes a valid passport with at least 15 months before expiry, a clean
criminal record from your home country (certified and apostilled), proof of sufficient income, a
Portuguese tax number (NIF), a Portuguese bank account, private health insurance, and
verified housing arrangements.

All documents must be officially translated into Portuguese. Preparing everything carefully has
never been more important to avoid delays or rejection.

Automatic Extensions for Existing Permits

Due to the large backlog of applications, the Portuguese government has introduced automatic
extensions for certain residence permits. Permits that were expiring—or had already
expired—before June 30, 2025, are now valid until October 15, 2025.
This extension applies within Portugal and ensures that residents can legally remain in the
country while their renewal is being processed. If you are affected, you should receive an official
notice from AIMA with instructions on what to do next.

Proposed Changes to Citizenship Rules

The government is also considering changes to the nationality law. If approved, most applicants
would need ten years of legal residence to apply for Portuguese citizenship, up from the current
five years. Applicants from Portuguese-speaking countries would be eligible after seven years.
Additionally, applicants would be expected to demonstrate a stronger understanding of
Portuguese culture, citizens’ rights and responsibilities, and support for democratic values.
These proposals are still under review but could have a significant impact on those planning
long-term residency in Portugal.

What This Means for Newcomers

For anyone moving to Portugal, the key takeaways are clear: submit a complete application,
check if your existing permit is extended, familiarize yourself with AIMA and its online platforms,
and stay informed about changes to citizenship laws. Following these steps will help make your
relocation smoother and ensure your stay in Portugal is fully compliant with the law.
