A new land-use law simplifies the process of converting agricultural land into urban plots in an effort to expand housing supply. In 2025–2026, many municipalities began revising development plans and applying a special reclassification regime that allows residential construction where it was previously prohibited. Municipal assemblies make final decisions based on proposals from mayor’s offices, with oversight from regional development commissions. At least 70% of each project must be allocated to price-controlled housing, with prices tied to construction costs rather than market demand. The law also sets strict construction deadlines that can be extended only once; otherwise the land reverts to agricultural status.
