Portugal will increase the number of places in public higher education to 78,283 in the 2026/2027 academic year — 1,465 more than the previous year. The expansion covers both universities and polytechnic institutes, with a focus on training teachers and doctors. Undergraduate places in basic education will rise by 12% (147 additional seats), while medical programmes will gain 62 places, including a new course. To address the teacher shortage, the government will introduce 2,500 annual scholarships covering tuition fees. Access through vocational pathways will grow by 19%, and intake of international students will expand. More than 9,000 additional places will be allocated to digital skills programmes.
