Passenger traffic in Portugal increased across nearly all modes of transport in 2025, according to preliminary data from the National Statistics Institute (INE), with river crossings the only sector to decline. Rail was the standout performer: passenger numbers rose 9.7% to about 240 million trips. Intercity travel surged 58.1% following the launch of the Passe Verde Ferroviário rail pass late in the year. Air transport also expanded, with airports handling 73.8 million passengers, 82.2% of them on international flights (+5.2%). Commercial aircraft landings grew 4% to 255,700. Metro usage rose only 0.6% after strong growth in 2024, but still totaled around 288 million trips. River ferry traffic fell 0.5% to 24.92 million passengers.
