Portugal’s Institute of Registries and Notaries (IRN) has officially confirmed that the country’s stricter new citizenship rules will apply only to applications submitted after the law enters into force. Authorities stressed that the key factor is the filing date of the application, not the date of final approval. President António José Seguro said the transition to the new administrative framework must ensure that pending cases are not “effectively harmed” by the legal changes. He warned that doing otherwise would undermine public trust in the state, both domestically and internationally.
