On June 11, Portugal launched a new phase of its Green Mobility (Mobilidade Verde) support programme, administered by the Environmental Fund (Fundo Ambiental). The initiative has been allocated €10 million, with authorities planning to channel up to €20 million into electric mobility incentives throughout 2026.
Importantly, the programme is open to anyone legally residing in Portugal who has a Portuguese tax identification number (NIF). Applicants must also have no outstanding debts to the tax authorities or social security system.
Funds are awarded on a first-come, first-served basis, so delaying an application is not advisable.
What purchases are eligible?
The programme covers:
New electric cars;
Electric bicycles;
Cargo bicycles;
Electric mopeds, scooters and motorcycles;
Home charging stations for electric vehicles in apartment buildings.
Private individuals can receive up to €4,000 toward the purchase of an electric car. Detailed eligibility requirements and vehicle categories are set out in the programme’s official regulations.
Who can apply?
The scheme covers vehicles purchased on or after January 1, 2025.
This is an important detail: if you bought an electric car or bicycle last year but were unable to obtain a subsidy because no application round was available at the time, you may now be eligible to apply.
What you should do to secure the subsidy
1. Check whether your purchase qualifies
For electric cars, the following price limits apply (including VAT and additional charges):
Up to €38,500 for vehicles with up to five seats;
Up to €55,000 for vehicles with more than five seats.
In practice, this means that most Tesla models do not qualify for the subsidy.
Applicants seeking support for an electric car must also provide proof that a petrol- or diesel-powered vehicle more than 10 years old has been scrapped.
For other categories—including bicycles, scooters, motorcycles, electric unicycles and e-scooters—the regulations do not impose a maximum purchase price. Instead, the government reimburses a percentage of the purchase cost, up to a specified maximum amount.
2. Prepare the required documents
Applicants should gather the following documents in advance:
Proof of identity;
NIF;
IBAN for the bank account where the subsidy will be paid;
Invoice (fatura);
Proof of payment;
Vehicle documentation;
Scrappage documents for an old vehicle, where applicable.

3. Register on the Fundo Ambiental portal
All applications must be submitted online through the Fundo Ambiental portal. If you do not yet have an account, it is advisable to create one before the deadline approaches.
4. Submit your application
Applications are being accepted from June 11 to July 27, 2026, until 5:59 p.m.
Once all documents have been uploaded, applicants simply need to wait for the review process to be completed.
5. Confirm participation
If your application is approved, you will receive a notification by email.
You must then sign the Termo de Aceitação (Acceptance Agreement), confirming that you accept the programme’s terms and conditions. No payment will be made unless this step is completed.
6. Submit a payment request
After approval, applicants must file a Pedido de Pagamento (Payment Request) through their online account.
This must be done within 90 days of the application’s approval.
For the current round, the final deadline for submitting a payment request is October 27, 2026.
Key points to remember
Funding can be exhausted quickly.
Applications are processed in the order they are received.
It is best to prepare all documents in advance.
Anyone who purchased an eligible vehicle after January 1, 2025 should check whether they qualify, even if the purchase was made many months ago.
The subsidy can also be claimed for a new purchase, but the sequence is important: first purchase the vehicle, then apply for reimbursement.
Applicants can monitor the number of submitted applications and the availability of remaining quotas through the Fundo Ambiental website.
