After the Portuguese government led by António Costa shut down the real estate-based golden visa scheme in October 2023, foreign investors shifted to cultural projects. A minimum investment of €250,000 in the cultural sector grants residency rights (ARI). In 2025, investments in this area surged to €46.8 million, marking a 298% year-on-year increase. Since 2020, total inflows have reached €66.4 million. Authorities issued 211 visas in 2025, up from 50 in 2024. The main investors are from the United States (120 visas), China (70), and India (30), with funds directed to museums, foundations, and cultural institutions nationwide.
