Demand for Portugal’s free PLA (Português Língua de Acolhimento) language integration courses for immigrants has surged in recent years. According to the AIMA agency, applications rose from around 22,000 in 2020–2021 to more than 56,000 in 2025, while the number of study groups increased from 1,143 to 2,887. Courses are provided by public schools, IEFP employment centers, the Centros Qualifica program and local associations. In major cities, waiting lists can last several months or up to a year, prompting expansion into smaller municipalities. The program is open to people over 16 and offers certificates from A1 to B2 level. An A2 certificate exempts applicants from language exams required for permanent residency or citizenship.
