Portugal’s Council of Ministers has approved a draft law that would prevent tourists from applying for residency through vocational study programs after entering the country. The reform would require immigrants to obtain a consular study visa before arriving in Portugal. Authorities said the existing legal mechanism had increasingly been used as an alternative route to regularization, particularly by Brazilian nationals enrolling in vocational schools after arrival.
